This section is used by rock climbers and mountaineers - for fence and tree climbing advise you should look elsewhere.

That said, this kind of fence is put up specifically to keep people out - do not climb it at all and you wo not risk injury or a likely trespassing charge (people that put up that kind of fence did it for a reason and will probably call the police)
